The most evil leader!

For those of you wondering who this little guy is, his name is "Voltar" from "League of Super Evil". It's a show I used to watch a child on YTV (a Canadian channel) and he was my favourite character in the show. He was always theatrical beyond belief but ended up failing....which cracked me up!
